Spatial relations of law and their formal recording

Abstract

The ownership law has relations with the real space; however, there are many other law relations with this space, going far beyond the cadastral theme. Something is prohibited on a given area, something is commanded, geometric parameters are given for certain prohibited, allowed or obligatory activity. Almost all of these relations are recorded in traditional legal language, in text form.
The legal relations to the space have topological connections. The legal relationship can be also time-varying as a result of supplementing, updating and adapting the law to the current needs. Variability of legal relations can be also periodic and may be a result of rationality of action in the local area.
Contemporary textual record of law is not visual, does not create equal chance for all citizens; the law is not widely available in the local area, language barriers prevent wide reception of legal norms in the countries of the European Union.
In this paper, a formal version of record of space related law is proposed: algorithmic (rule) version, record using GIS tools and transition matrix version. The advantage of such records is its systemic character. In this form, they can not only be interpreted by a human factor, but also processed by computer. Another advantage of this is the posibility of spatial visualization, the possibility of transferring by multimedia means and connection with GPS.
