On the effectiveness of spatial data infrastructure

Abstract

One of the key aspects concerning creation of spatial data infrastructures (SDIs) is their assessment including among others economic analysis. Regardless of the moment of evaluation (i.e. the phase of preparatory and design tasks concerning the infrastructure, the creation phase or after implementation) it is essential to compile the list of costs. Verification of expected effects of the infrastructure's creation and use and measurement of the actual effects complements the evaluation. The need of economic and financial analysis is also emphasized by INSPIRE. Regarding the reporting of the national infrastructures' creation there, it is assumed that benefits of INSPIRE implementation may be presented by direct reference to efficiency and effectiveness. Apart from monitoring results, the reports allow to analyse if and how effectiveness issue is taken into consideration by Member States and what is the level of effectiveness of national infrastructures within INSPIRE . The aim of the paper is to describe in wider context theoretical foundations of the effectiveness concept and evaluation as well as conceptual assumptions in the area of the spatial data infrastructures and their reference to effectiveness evaluation of the national infrastructures within INSPIRE on the basis of the review of the Member States reports for 2010-2012.
