The multi-dimensional cadastre and its implementation conditions in Poland

Abstract

Contemporary ideas on cadastral systems development are presented in the paper. The visions of modern cadastre were described in “Cadastre 2014” publication in 1998. When approaching 2014, the need for confronting the assumptions presented there with reality and preparing new ones has appeared. An important feature of contemporary cadastral systems is its multifunctionality. One of the factors helping to achieve this is introducing additional dimensions to existing systems of 2 dimensions. Various concepts for realization of 3D cadastre, with their weak and strong points are shown in the paper. The conditions for building 4D cadastre were also presented. Time is considered as the fourth dimension here. It results from past experience that there is a need for 4D cadastre, but the possibilities are very restricted at present. Preliminary deliberations on building 3D cadastre in Poland are presented in the paper. Some cases, when such a cadastre could be helpful are described. Both, Polish and international legal regulations that should be taken into account are presented here, as well. The methodology for 3D cadastre implementation in Poland, based on international literature is also described in the paper.
